Office Space Exodus Sparks 484% Surge in Apartment Conversion Projects

The great office exodus has sparked an unexpected silver lining for America’s housing crunch. As remote work empties office buildings across America, developers are racing to transform these vacant spaces into much-needed housing units. Since 2021, the pipeline for office-to-apartment conversions has surged by 484%, jumping from 12.1K to 70.7K units in 2025. Despite this increase, the housing inventory remains severely constrained, with active listings still 25% below pre-pandemic levels.
Room to grow: Despite the impressive growth in office-to-apartment conversions, these projects barely scratch the surface of available office space. Out of over 55K units in development last January, only 3.7K were completed by Dec. 2024. Moreover, the conversion process, which often costs more than new construction, requires extensive modifications for residential use, including adding windows and restructuring floor plans. While this approach offers a clever fix for America’s housing squeeze, it ultimately represents just a small lease on solving the broader space crisis.
